The engine should be turned off while you are setting the adjustment on all of the screws. Start the engine and turn one of the idle screws in or out.
What you are looking for is an increase or decrease in rpm. If engine speed increases with that one screw, adjust all of the others to match.
If the engine decreases rpm when you are adjusting the others, take them all back to the original setting, because the settings were already correct. After you have attained the highest rpm possible, you might have to turn down the idle adjustment on the throttle linkage to get the correct idle speed you want.
To check manifold vacuum, attach a vacuum gauge to the manifold vacuum port on the carburetor, place foot on brake, engage in gear and record the reading.
So if you get a inches of vacuum reading, you need a 6 power valve. If your vehicle makes 6-inches of manifold vacuum at idle, then you need a 3 power valve.

There are many misconceptions about how to go about these adjustments, and of course there is no shortage of free advice. Following these step-by-step tuning tips are necessary to make sure that your engine runs at peak performance.
Along with these tuning tips, a check of your ignition system, as well as, the mechanical and vacuum advance curves in your distributor is suggested to eliminate any potential timing and ignition problems. Step 1 — Fuel pressure has a big effect on how well a carb works. But if your vehicle has an adjustable pressure regulator, set it for the ideal 6. The proper way to check fuel pressure is with the engine running at idle with the engine up to full operating temperature.

After the swap, the difference in acceleration was obvious. The car has much more pep now. Problem is, I quickly get an accumulation of black soot on the inside of my chrome exhaust tips and can see traces of black smoke when I rev the engine. Car idles smooth before warm up in drive with foot on brake in traffic but has a bit of intermittent stumble when warmed up. The carb was given to me by my neighbor who was a parts manager at a Ford dealership back in the 60's and 70's.

Anyway, the carb looked nearly new but had sat in his garage for at least 30 years so I put a new rebuild kit in it.
I noticed it had 55 on the jets. I also set the floats dry upside down and parallel. One old timer told me I'm expecting it to idle like an old flathead and am being too picky.
My first Question is how did You set up the throttle Plates for initial adjustment? The initial Adjustment should just show a "Square" below the Throttle Plate. The more of that Slot that is exposed draws more Fuel. You shouldn't need to change that initial setup much. If You need a little more Air open the Secondary Plates a little.
Resist the Temptation to turn up the Idle speed Screw. There should be a small Screw in the Base that contacts the Secondary lever as You turn it in. Black soot means it getting too much Gas. Check the Float Level by removing the Plug in the side of the Fuel bowl. You should get just a trickle of Gas when You rock the Front of the Car from side to side.
Much more that that means the level is too high and should be adjusted used the adjuster on the Float Bowl. Just a couple of Suggestions from my own Experiences when I changed mine to later Carb and Distributor. Once You get it setup properly it will Idle properly and You should not have any Soot etc.

Try a purple secondary spring with a quick change cover. Set the mixture screws with a vacuum gage. A lean mixture can misfire and send unburned gas out the tailpipe and burn your eyes. Well depending on how the carb was setup for the Monza it just might not work as is for the Not knowing any specifics on how the carb is currently setup in general if you take a carb that is setup for one motor that induces a certain signal across the idle feeds and then put it on another motor that has a much greater signal across the idle feeds it will be too rich.

It's a vacuum secondary with only the metering block in the front. It had been running slightly rich. So, I bought a Holley kit and cleaned the carb out real good with carb cleaner. Now it is running pig rich. Seriously "raining" fuel from the two front venturis.

That was 30 years ago. Today, the iconic Holley four-barrel is both alive and thriving with continuing innovation. It's now a long way from the endangered species list. Popularity also breeds carburetor misapplication, frustration, and the occasional bouts of misinformation. The traditional Holley four-barrel is incredibly robust and the inevitable problems often have more to do with poor tuning than anything else.
We thought we'd address a few common driveability issues that never seem to go away. Over the decades, tribal knowledge has determined that many carburetor-related issues come down to vacuum leaks, ignition, or fuel delivery problems unrelated to the carburetor.
Yet the carburetor is most often blamed. So the first tip when looking for the head waters of a problem is to make sure the ignition system is in a good state of tune, the engine is physically in good shape, there's decent fuel pressure, and there are no vacuum leaks.

To keep within our space allotment, each of these tips will be quick takes, which unfortunately will leave some information on the table.
But digest each of these and they will generate the energy to get your started on the path to pure Holley comprehension. The knowledge base for Holley tuning is not likely to become a lost art anytime soon, and if you become proficient, you just might become the neighborhood expert. Set Idle Correctly This might seem way too simple, but for a carbureted street engine this is the most important tuning step you can make because street engines spend a majority of their time at or just above idle.
The first step is to obtain a low-speed tach that will show minor changes in rpm along with a vacuum gauge. For this procedure we'll assume a Holley with only two idle mixture screws. Many performance carbs now offer four screws but the procedure would still be the same. Before the engine starts, check the position of the idle mixture screws located on either side of the metering block by counting the turns on each one in until it lightly seats.
Let's say that the left side is three-quarter turn out and the right is one-and-a-half turns out. The best route here is to split the difference and make them both one turn out. With the engine idling at normalized temperature, try leaning the mixture with a minor clockwise turn of both idle mixture screws. Make these changes very slight and note the effect on the engine. If the idle speed and vacuum increase, continue with similar changes in small increments until the idle speed or vacuum deteriorates.
If the initial change results in a loss of rpm or vacuum go back to the baseline and then turn the idle mixture screws in the opposite or counterclockwise direction. With each small change, wait for a moment to allow the engine to stabilize. This is where the vacuum gauge and tach can really help. Make changes that stabilize the vacuum gauge needle.
If idle speed increases, lower it by closing the idle speed adjustment. Most performance engines will need to be richer—usually around There is a tip-over point between rich and lean where combustion is ideal. This is near a lean mixture as long as the idle is stable.
Cars with automatic transmissions may need a slightly richer idle mixture setting to allow the engine to idle smoothly in gear. For tight converters, we've had to add a half richer mixture to keep the engine running in gear. Much of this is determined by the tightness of the converter. Accelerator Pump Linkage Adjustment If your engine has an annoying stumble just off idle that you can't seem to fix, check the accelerator pump linkage.
